They are often privately owned businesses that work for or with governments, and sometimes they work outside of the governments, but people pay shittons for mercenaries and hitmen so they're able to get away with it. The type of brainwashing they used to create the Bourne personality (and the shooter they send after him) doesn't work. Generally, you come to work for an Intelligence Agency by being recruited.
