You might be able to get it at the reserves station... I know that's what my family did after the base in Lubbock closed and we didn't want to (nor had time to) drive to New Mexico... I don't think it matters which branch he is in either so I think you could get your ID at an Air base (Wright Patterson in ) if you needed... because I think the reserves station in Lubbock is Army and we were Air Force... but it was so long ago that I have been eligible for a depends ID...
ADD: And what Broken Angel said since he will be your sponsor for the ID...

It sounds like a lot of people have pretty much told you all ready what to do, but in case either of us missed something, you will need to let them have your birth certificate and social security card for filing purposes for a while; just until all the proper papers are signed in all the proper places. From there, you will receive your DEERS form 1172, which will have all your dependency information on it. You will need to take that to the nearest RAPIDS site, and there is a rapids site locater that you can google. You just have to take a current photo ID, your DEERS form, and social security card to the site, and viola! They will take your information, check it first, verify that you are who you say you are, and take your picture. As soon as that is done, you will have your ID in hand and will be ready to leave.
As far as insurance goes, though, he will have to enroll you in Tricare, which btw, is easy, and your ID acts as your insurance card. As long as he enrolls you in the insurance program, you are fine. That's all paperwork he need to fill out, you don't need to do a thing.

Once you two are married, he will need to bring have your marriage cert to show the Army that he is married, then he will fill out a form and it will be signed by him and someone else, some admin processing person I believe it is. If you are still living apart at that time he will then need to mail you the completed form. You then need to take the completed form to ANY military base that processes ID cards. It does not have to be a base for the same service he is in. You should identify which base is closest to you and give them a call to make sure they process IDs. There are 2 bases that show up in OH, you don't need to travel all the way to NC.

Are you near Columbus? You can't get it at the recruiters, but I know of a couple places in Columbus, a NG center on 161 near Sawmill, and DCSC or DSCC, or whatever it is they call it these days off E Broad...If your from Columbus you know where I mean. You need the proper paperwork though, that comes from him. But as far as the card itself, when you have the paperwork, you can get it at the above places.
**EDIT*** he doesn't have to be with you.

I think the other posters answered your question correctly.
I'm not sure why you want to give up your insurance? Its okay if you want to but you are not obligated to by the military.
There are many, many bases much closer to you than NC.

There is a reserve center in Toledo, OH, don't know if that's close to you or not. (The actual address might be Perrysburg) It's a Marine reserve center.

call tricare 1-800-444-5445 they will tell you what to do. but you will still have to go to the nearest base any servis to get it and he will have to fill out all the paperwork and get it to you but you have to be married to get a dependet I.D. card

If you live in Ohio there are many bases closer than North Carolina. There has to be a National Guard base somewhere in Ohio.
Also, Fort Knox or Fort Campbell both in Kentucky.

He should be the one asking the questions. He's already on a post/base and it will be much easier for him to find the answers. He should ask his commander.

he would have to have the paperwork filled out and you would have to get to a base to get it taken care of. The best thing to do is go where he is and get it done or wait until he gets back to get everything done. He should know this info already to get you into the deers database.

Once you are married, tell your husband to get on his AKO and under Self Service go to DEERS. He will be able to search for a location nearest you. It doesn't necessarily have to be a base it can be a reserve center or guard center, in fact he can look now.
