Where can I file or who can I contact with this?
I want to file SOMETHING against my sister's boss for doing things out of context. For example, my sister is working as a receptionist at a tutoring firm and her boss is telling her to clean the toilet/bathroom and today she made her take her to the Honda dealership. What is that???

Her employer can legally assign her tasks outside of her normal receptionist duties. She has no legal complaint - her option is to quit if she's not willing to do the tasks she's given.
If your sister is not content with things as they are, she can have a meeting with her boss to discuss her job description, or she can simply refuse to do anything outside the lines of her regular job, or she can go find another job. No matter what happens, it will be HER choice, not yours.
