No. You have to meet whatever requirements the city has such as college credits or a degree, pass a physical exam, attend a police academy.
Smaller towns have less stringent requirements. Also jobs with the sheriff or constable may be easier, and provide experience that will help you move to a higher-paying job in a larger city.
A friend of mine was a police captain in a larger town and managed to get a job as Chief in a small town. They later offered him the job of City Manager but he turned it down. He said, "I've always been a cop and I'm going to keep on being a cop."
