I guess it all boils down to what area you are in. For instance, where I live, you would not be incarcerated for failure to pay fines as part of the Order of Probation. Assuming all other stipulations have been followed in the Order and the only thing left to deal with is the fines, you can terminate probation early and have the fines coverted to a civil lien.

If your Friend goes and talks to the PO and work out a plan, I doubt if he can go to Prison. BUT anyone who owes fines are really tied down. The State , don't give a rats *** if you have to pay the fine or make a choice to buy a loaf of bread. It is cruel in a way, because many men/women are limited. Not being able to have a valid Drivers License, keeps so many in deep poverty. Your Friend is not alone in this predicament .

That's how it works. Violate probation, go to jail. Paying fines is part of the probation.

Yes. They will throw in jail for not paying fines... they will usually work out arrangements though, like lower the payments.

Yes he is violating his probation by not paying the fines which were court ordered. And paying them was a condition of his probation.

Being unable to pay is not a violation. Refusing to pay is a violation. The decision on whether he had the ability is made by the judge. If the judge determines that the friend had the ability to buy cigarettes, for example, and did that instead of paying his fines, that could be a violation.
