We rarely acknowledge that the drawer is short with it being nobody's fault. Unknowingly does not cut it. We have to know and do it right.
If there is reason to believe that someone has stolen, then many companies do not want the employee to cover it and carry on. They want to have the problem dealt with and prevented.

When I worked for Waffle house, the people who handeled the register had to split what was missing.

No. Go to the Labor Relations Board. Look up the board for your area on Google.
If they take money from you that they don't deserve, there is a name for that:
Theft.

In my businesses, employees signed an agreement when they were hired which stated unequivocally that any cash missing from their drawer for any reason would be debited from their pay.
And it was, many times--even though mostly it was in the $5-$10 range (Video stores)
Too many deductions and I would fire the offender.

That means that it must have been short before you got there? If you have to use it again after the same person make sure you double check it.
I guess the question is who's fault was it?

Just tell the owner that you want your own draw or have some other employees make the change, if they don't like it, it is time to look other places. Just don't mention about looking else where until it is time.

in MI the employer is required to get a written consent before they can get you to pay the difference
if you don't give written consent they cannot get the money from you....however they can fire you if you don't consent.....so consider whether that is the type of job you want before deciding
