Very simple : the official channels from mining companies through cutters and sellers to your jewellers store are free of them because no diamantaire can risk being cut off in his supplies. The few big diamond mining companies provide the distribution channel with legal sourced diamonds, no serious link in this chain will take the risk, it is therefore automatically avoiding these conflict gems.
For example, a mining company De Beers sells only through a small selected and accepted group of dealers called sightholders the rough diamonds, so thanks to oligopolies like these, we can sell legally mined diamonds that are conflict free.
If our large weapons producing companies were not allowed to deal with these conflict zones, and if some political forces and countries would not take part in the power struggles in these locations, the problem would not even exist. Solution to close off the market totally might be political.
A comment on the so called cartel story that keeps the prices high : the costs for exploration and developing the exploitation of a diamond mine are so enormous that the price for the product is high per definition.

Well the ones from certain conflict countries are not supposed to be purchased on the open market. However this should not matter, because diamonds are not rare. They are regulated and dispersed accordingly from diamond cartels to keep the prices high. They also regulate conflict diamonds because if all of them were allowed on the market diamonds would drop in value.

Nothing that I am aware of. They may tout this and that, but when it comes down to it, you can't tell WHERE the diamond came from or how it was bought. That is the simple truth. Which is WHY I refuse to partake in it. The only ring that I have with a diamond is one with chips that my husband gave me when he proposed. THAT one I wear for sentimental reasons. Any other "Diamond" that I get will be a Moissanite. That way I know FOR SURE where it came from!
