The littering ticket has no connection to traffic school.
If you take traffic school, the points are not "removed," since they are not put on in the first place. The ticket will be dismissed (after paying it, of course), and the violation will not be reported to your insurance company.
The statewide fee for 1-15 MPH over the speed limit is about $230. The fee for 16-25 is about $330. Since you were cited for 16 MPH over the limit, I would ask the court that the speed be lowered, since a 1 MPH error is possible. (And by adding that 1 MPH, the officer gave you the higher fine--which is kind of a nasty thing to do. But of course, don't say that to the judge!)

In California, your total fines and fees for going 16mph over the speed limit will be about $317.
Your littering ticket will not affect your eligibility for traffic school. You will have to pay an additional fee of about $57 to the court if you want traffic school. This is in addition to the cost of traffic school itself, paid directly to the school. Expect to pay all the total of about $374 in full the day you go to court. You cannot both go to traffic school and make payments; it's one or the other.
Speeding is one point on your DMV record. By going to traffic school, the DMV will suppress that information from your insurance company. The point will still be on your record, though, and be used in determining whether you are deemed a negligent operator.

incognito is completely in error in saying that if you go to traffic school, you still have a point with DMV towards a negligent driver finding. If you go to traffic school, the ticket is dismissed. There is no conviction to operate as a point. The only information DMV has is that there was a dismissal, and it is the dismissal which is confidential. (More than one dismissal in a 18 month period is NOT confidential, and more than one non-confidential dismissal can be used by your insurance company in setting rates).

You can take a traffic school class to have the point removed from your license and avoid the insurance increase. The courts in San Diego will normally allow you to take a class if you ask. You can take a class all online with TicketRelief.com if you need to know who has the cheapest class
