The entire plant, also hemp which looks like marijuana but has insignificant amounts of thc.
The DEA also tried extremely hard to criminalize help cereal based on the same fears that they keep marijuana illegal. They only gave up when the supreme court forced them to. Hemp cereal is now sold in our supermarkets without any negative affect on society.
The DEA was WRONG about the likely effects of legalizing help cereal and they're WRONG about the likely effects of legalizing the production and sale of marijuana to adults. Taxpayers pay $40 Billion a year for the marijuana prohibition which is based on invalid DEA fears and which returns ZERO benefit to society.
