Your local court can appoint one for you, if you meet certain criteria. Best bet is to hit up neighbors, friends who live in your area, and consult the yellow pages. Speeding is a civil offense, so you'll want some kind of civil attorney, but you were arrested, so it depends on whats available.. Attend traffic court and see if anybody brings a lawyer there..
Reducing your sentence is not the lawyer's decision, it's the judges. If you have a clean driving history, never been in trouble with the law, etc, then you'll have an easier time beating the ticket. Also, offer to voluntarily enroll in a defensive driving course or any courses the court offers. Willingness is key.
Also, being genuinely sorry helps, be honest, accept responsibility, and ask for leniency (sp?)

Depending on what state you live in 30 miles over is pretty serious. Where I live in Ohio, 20 over is considered reckless op. So yeah you might want one.
