It depends. Believe it or not, cops can lie to subjects they are interrogating. I'm sure you have seen it on tv. Two suspects are arrested and put into separate rooms. Cop says to suspect #1 "your friend says you were the one who shot so and so". This is a lie and an attempt to get suspect #1 to talk.
Another common technique is for a cop to tell a suspect that there is a videotape of the crime when one doesn't exist. The cop lies in hopes the suspect will confess.
