First off: battery is a minor crime. If by "okay" you mean "no one is going to do anything about it" then there are three circumstances I can think of:
1) you're making an arrest. If this is a well justified arrest you have the legal authority to use what force necessary to bring the person into custody. A solid *** kicking probably is too much force, but wrestling the person to the ground and holding them there is authorized. make sure you know the law though.
2) you are defending yourself. This is the best one. If the person attacks you or makes you feel (as a reasonable person) that you are going to be attacked, the gloves are off. You can hit them until they stop fighting.
3) You are provoked. If someone walks up to you in a bar, calls your wife a whore in front of 20 people and you sock him in his dumbass mouth, I personally guarantee you that no DA will ever file charges against you. There is no law against taking a stand against someone who is acting like an ***.

Is there any situation that would make it alright for someone to beat you up? No one is supposed to take the law into his/her own hands. Also, the police are not supposed to beat up anyone.

It is never alright to beat up on a civilian or anyone for that matter. In fact, many local/state laws and common sense would tell you it is not alright.
But if you are defending yourself from attack, depending on your state laws (some states have a duty to retreat and others do not depending on circumstance) you are within your right to fight back. But don't instigate a fight and claim defense when provoked.

If you're defending yourself, or if they're committing a crime and you've tried other options.

In self defense, sure. Off duty with good reason, sure. I can think of a few who could use it.
