If contacting the police doesn't work, take the matter into civil court.

Each jurisdiction is different but almost all have something related to Deface/Destroy Property or Criminal Damage to Property. If this is your property that the individual willfully destroyed, I would feel safe in contacting your local Law Enforcement about the problem. You should try and handle the situation yourself first though as calling the police could make your living situation worse.
