For anyone to visit in a county jail they need to be 18 years of age or have a notarized letter from their parent allowing a visit PLUS be accompanied by an adult for the length of the visit.
As far as bailing someone out of jail, I am assuming you are referring to using a bailbondsman. In that case, you need to be at least 21 years of age and have tangible assets ( such as owning a home) as a surety on the bond you are signing for.
I know this doesn't help you, but at least you know what is required.
