I didn't find a question in your post, but that person will no longer have a license, or be free to drive until their jail time has passed.

I'm not exactly sure what your question is, but I can tell you that person will probably be dropped from their insurance company. Leaving the Scene of an Accident is also 6 points with most insurance companies. The fact that the vehicle was not insured and the person didn't have permission to drive it is just going to add to the fees and fines associated with the ticket.
