Usually one needs the title to register a car, if you just registered a car, you would get a copy of the registration and a sticker for the plate, it has nothing to do with a title.
A title documents ownership, a registration documents, well registration and the taxes and fees which you had to pay. They need renewal, titles do not except upon change in ownership. These laws do vary a lot from state to state, you should call the DMV where you started this.

The day you go to the DMV and the registration is processed is the day that your "Title"Gets started. It takes approximately 8 to 10 weeks IF It is a Used vehicle with a title from a prior owner that resided out of New York State. If It is a Used car with a title from an owner that resided in NY State It takes about 6 weeks. If It is a New car, woth a MCO it takes 6 weeks. That about covers that. Now remember, you will get a title once it is registered even if you financed the car. This is NY State. The consumer gets the title no matter what.
