You cannot "make" her US Citizen. You can help her to get green card.
Option 1. Once you meet her face to face, you can file I-129 Petition so that she can apply K1 Fiance Visa at US Embassy once your petition is approved by USCIS. She will get interview at US Embassy to make sure that she is not marrying you to get green card. Once it is approved, she comes to US on K1 and you two get married. After the marriage, she has to file Adjustment of Status with your Affidavit. Then you go two has to to interview for her green card.

Option 2. You meet her in Kuwait and get married there. You file I-130 Petition so that she can apply CR1/IR1 Spouse Immigrant Visa once your petition is approved by USCIS. She will get interview at US Embassy again to make sure that she is not using you for green card. Once it is approved, she comes to US and her green card will be mailed to US address.

Step 1. Prepare evidence that you've been connected for the time you have mentioned or this could be seen as a marriage of convenience.You MUST meet her first before the visa can be processed.
Step 2.Once you have met apply for a K1 visa in the Philippines US consulate.
Step 3.It will take some time and money but once the process is complete and she is in the US you get married,after that you file the following to complete the process.

Any U.S. Citizen in the United States with a Foreign National Spouse who entered the U.S. legally with a visa or a visa waiver. It is OK if the visa or I-94 has expired. Canadian Citizens do NOT need to show proof of entry (visa or visa waiver).

1. Petition for Alien Relative (USCIS Form I-130)
2. Application to Register Permanent Residence (USCIS Form I-485)
3. Biographic Information (USCIS Form G-325A)
4. Affidavit of Support (USCIS Form I-864)
5. Permission for Work Authorization (Optional) (USCIS Form I-765)
6. Medical Examination Results (USCIS Form I-693)
7. Request for Travel Documents (Optional) (USCIS Form I-131)
8. The appropriate supporting documents
9. The USCIS filing fees ($1,010 to $1,365).
The USCIS will contact you first regarding the Biometrics / Fingerprinting Appointment.
The USCIS will then issue the work authorization and permission to travel approximately 90 days after filing.
The USCIS will contact you next to schedule an interview. This will be anywhere from 6 months to 9 months after filing the initial application.
Following a successful interview, the foreign national spouse will receive a stamp classifying him/her as a Conditional Permanent Resident.
USCIS will mail the Permanent Resident Card (Green Card) approx 4-8 weeks after the successful interview.
The Conditional Status may be dropped by applying for Removal of Conditional Status (USCIS Form I-751) within 90 days of the 2 year anniversary of the granting of Conditional Permanent Residency."

Talk to paul to start with. they will square you away on what goes on and what the process for a fiance or spousal visa will be for you.
they offer more than just paperwork services also, maybe you should look into those services
peace of mind is a priceless thing
you do know that at some point in time you will need to meet her in person before any paperwork at all can be start don't you???
a lot of hoops to jump through for the girl also, birth certificates, embassy interviews, doctors visits,
just sayin, cuz its a lot of time and money so ya want to BE VERY SURE OF WHAT YOUR GETTING YOURSELF INTO !!!
When I went through the process, I had know idea what I was getting myself into !!!

You won't make her a citizen the minute she walks into the US. That could take a few years. I started the process with my wife in March of 2004 and she had her visa to come to the US in December of that year, with her gaining her citizenship about two weeks ago (she's also from the Philippines). The link below will give you your first step, but you have the option of getting legal advice from an immigration lawyer (for a fee) if you wish and think you can't do it alone.
