it does not matter where you marry someone, for a green card holder, you are looking at least 5years of waiting.

You are not a US citizen and cannot sponsor an immigrant. There is no way whatsoever for you to bring your spouse to the US. You can wait until you get citizenship (IF you get citizenship), then submit an application for a spouse. It will be difficult to prove a valid marriage when you & your spouse do not live together. You could apply now, but your spouse will wait in India for 5 - 6 years before being granted any visa to enter the US.
How much money are you getting to marry this person and apply for their immigration? Be sure to tell CIS how much you are being paid for this "service."

I'm not sure about partner. US Immigrantion law only recognize marriage of 2 different gender people as spouse.
If you mean your spouse (wife, husband), you can file I-130 after your marriage. However, s/he has to wait about 5 years to be eligible to apply for green card in India. In the meantime if you become US Citizen, you notify USCIS for the change of your status to upgrade your spouse's application.

Unless s/he has another type of visa approved, s/he cannot come with you. And s/he can only stay for the duration stamped on I-94.
