Medi-cal applications do not require a face to face interview. So you can print the app from your home and mail it to your local office. You would need to call your county's Health and Human Services Agency to get the address.

You will need to provide proof of income, property, citizenship, and identity. Keep in mind if you are between the ages of 21-65 and do not have a child who is eligible for medical and you are not receiving SSA you will not be eligible. If that is the case you should find out if your county has a medi-cal services program for those without dependents.
Look up your local social services office for your country and city (health and human services, most likely). That is where you go. Get there early, because the line outside the door even before opening will be long.
