Did you ever file for I-485? That's the adjustment of status to permanent resident. having a student visa doesn't make you a us citizen. You have to be a permanent resident first. You can call the uscis and they will entertain you. You can even log on to their website and see where's the nearest office you could go for information.
No, you are considered a temporary resident and when your student visa is up, you have to leave the country.
In order to stay, you would have to apply for a Permanent Resident Card (also called a Green Card)
