i have looked at many pages to try to find an embassy or high commission in India, no address, so the only idea that came to mind, is for you to contact the tourism section in Swaziland and write them to ask how to get a visa, go to this page and look at the email written ,

You could probably apply at the Swaziland High Commision in Pretoria South Africa. You would most likely have to travel to SA first to get to Swaziland from India.
