What would happen if a world leader left the U.N. and just decided to stroll around NYC without permission?
I just got to wondering, as I've been reading stories the past few days about NYC officials denying Iran's madman president permission to visit Ground Zero during the upcoming UN General Assembly, and I got to wondering, what permission do world leaders need to venture into parts of New York City and elsewhere outside the U.N.? Could they technically be arrested and deported? (Not that deportation would be a bad thing for Iran's president...) Has this happened before with other world leaders at the U.N.?

They would need permission because we are a sovereign state and they are here on diplomatic passports. The access granted to diplomats can be quite restricted, particularly for those from nations which are not friendly with us. If they violate the rules, they can be "asked" to leave the country (which is the polite way diplomats phrase being ordered to leave the country).

i think they are free to walk around where ever they want, however he (irans pres) wouldnt have the security that is needed.
it will most likely be interesting to see what he does, there is always a character at that event. castro and his endless speeches,chavez calling bush the devil (that was classic),arafat with his gun holster. ahhhh its just a big stage for the maniacs!

The "permission" was for a security detail. They are free to walk around.

It depends on their visa. Some world leaders are not really welcome in the US (Iran, Cuba, Venezuela, North Korea etc...) but we must allow them access to the UN. So they are granted a visa that only allows them access to a 25 mile radius around the UN. As in, fly in, go to the UN, GTFO. They have no diplomatic immunity and are subject to deportation if they leave that radius.

Other world leaders, our friends so to say, are granted A1 visas and can travel anywhere in the USA. As for Ground Zero they just did not grant access for a full security detail and all the trappings of securing the site for him. If he wants to walk down there on his own and hope he doesn't get mugged, more power to him.
