The Dark Side

A High Commission is the same as an Embassy except it's the embassy of a Commonwealth country in another Commonwealth country. All Commonwealth countries have High Commissions rather than Embassies in each other's countries. A Consulate is a sub-office of an Embassy or High Commission, mostly there to provide what help they can to their own citizens abroad and sometimes to issue visas. Embassies and High Commissions often have jobs available to local people of the administrative kind, but otherwise they will be staffed by their own citizens posted abroad.
It would be a bit difficult to be a diplomat without travelling abroad as the whole point of the job, by definition, is interaction with other countries, promoting and protecting your own country's interests, and maintaining diplomatic relations.
No country has an embassy in Bermuda as it is just too small to be worth having one. The same goes for the Cayman Islands. What often happens in this case is that a country's embassy or High Commission in another nearby country will cover them as well - for instance the US Embassy in Jamaica also covers the Caymans. Both countries are British Overseas Territories and have a Governor sent from the UK, so obviously there is no British High Commission there.

A British High Commission is the name of the British representative office in Commonwealth countries. Embassies and consulates are in non-Commonwealth countries. The Embassy is in the capitol city, consulates are in secondary cities. So Australia has a British High Commission as they are a Commonwealth country. The US has a British Embassy in Washington, DC (the capitol) and British Consulates in New York City, Los Angeles, Chicago and several other cities.
Bermuda and Cayman Islands are considered British Overseas Territories so there are no High Commissions or Embassies there.
You cannot be a diplomat within your own country. The definition of a diplomat is someone who represents their country's interests in a foreign country.
