US Embassy manila..ACS office information?

has anybody used the services of ACS office (american citizens services) at the US Embassy in manila,,i went to the VA office for certain things and they referred me to ACS,,but they only open a few days a month..I have been living in philippines for opver 6 months now iam married to a filipina and she is pregnant,,but not have her as my dependant yet on file,,and US military benefits only for dependants in USA,,iam 100% disability pension and seeking medical insurance for my wife instead of paying out the nose ,,they see american with money and the bill jumps higher ..Iam not sure if i get tricare or not..and i do not trust too many philippine agencies they all seem to be corrupt..even my marriage certificate was messed up and had to remarry???? oh well..life in a 3rd world country,,can anyone tell me what is ACS and why do they handle military questions that i had,,do i need appointment to go,,i call the trunk line and never get a answer?? do i just show up and with proper attire..like the VA,,,,anyone besides MSJVB can answer,,she is clueless and a waste of time to read her replies,,how she became top contributor without any knowlegde or expertise blows my mind
