Should you lie to UK Visa people about certain things?

I'm applying for a Student VISA for studying in the UK, and my entire bank balance (including my Father's balance) totals to just 2 years tuition fees and living expenses. I have ben rejected VISA to the usa twice, on grounds that were entirely unfair and wrong, but in the end, they botched their analysis down to lack of financial ability both times. I tried but couldn't make them amend that, so that's probably in my record somewhere. I am wondering if I should include that information in my UK VISA application, as it asks if I've been rejected a VISA by any other country, and if so to provide details. Also, I have a litle driving without license ticket which I cleared long back, but the VISA form asks to state any criminal violation including traffic violations. Should I include this information. The question is, if I don't, can they know? Can they easily find out by typing my name and paassport number somewhere? Especially about the american VISA. Thanks.

If you've already been rejected by UK immigration twice that information is already in the system. If you try to lie about it, you'll automatically be denied and probably won't ever be able to get a visa in the future. You have to report it.
As for traffic violations you have to report it - a cleared conviction for driving without a license is not going to prevent you from getting a visa. They just want you to be honest.

You didn't say what is your country. Much depends on how good they are at record keeping for offenses and if they participate in Interpol: the international database of criminal offenses.
My best advice is to obtain an immigration attorney in your nation to assist you. He/she can obtain their records and find the real problem and have friends in the system to help you.
