2 ways, 2 different answers.
Marry abroad and try to bring in a foreign bride on a K visa. You are now faced with proving to US authorities the marriage was valid when it took place according to non-US laws. You end up with permanent residency - but its permanent for only 2 years. This is a big time bore and not worth the hassle. (opinion)
This is how I am doing it...
Get a form 129f from
http://www.uscis.gov/files/form/I-129F.pdf
which brings in the fiancee AND dependent children. The American has to file this one. They get married in the states and then immediately file for permanent residency. That takes a while but you are 'in process' so dont worry about it. Marriage paperwork is in US law and language so its a cake walk. The jamaican spouse has to live in the states ( they dont HAVE to but read on!) The US citizen can live wherever they like although its best if they actually live as man and wife. the 'permanent' residency is permanent for 2 years.
Either of these 2 ways is fairly quick to get first the visa then married then 2 year 'permanent' residency.
21 months after the date of issue of the so-called permanet residency green card, the Jamaican applies for permanent residency a second time. If this is not done before the 24th month, they will deport the Jamaican.
The second permanent residency interview is the biggie. Did you REALLY get married, sign leases together, operate bank accounts together, buy cars, co-mingle your money, did the Jamaican live in the states? After this interview, you ar in process for a second 'permanent' green card (valid 10 years).
4 years after the original (2 year) green card, the Jamaican can apply for citizenship.
Bottom line
get to the states on 129F
marry in the states
apply for and get a 2 year green card
apply for and get a 10 year green card
apply for citizenship.
