Can the place your passport was issued be a factor in rejection of your visa application?

I've only got a few pages left in my passport so I'm thinking of getting a new one in Myanmar or Bangladesh, so the place of issuance will be listed as Yangon or Dhaka. But when I apply for a visa to a country that often rejects visa applications (eg. Kazakhstan), could the place of issuance of the passport be a factor? Maybe they think if it's issued in a place like London there's less suspicion of authenticity than if it's issued in a country with a reputation for fraudulent documents?

Heretix: Hmm... Bangladesh and Myanmar are both officially socialist country. Maybe I should get it in Singapore then.

This is one of those questions where the answer should be "no, a passport is issued by the government of a country which should use the same standards everywhere." Unfortunately the reality is often somewhat different. If at all possible a passport issued in your homeland will arouse less suspicion than one issued somewhere else. Some places have especially bad reputations for passport fraud or as harbors for political undesirables. Do whatever you can, within the law, to minimize future problems. Most countries will issue a new passport for the normal fee, if the old one contains visa or entry stamps which might make future travel difficult.

Where I live, they use to interrogate you if you even set foot (visit) a communist country, let alone have a passport issued from one. They can reject it even if you have the wrong name! I won't go into details, people on YA seem less tolerant about race and religion now.
Fascism is alive and going strong.
