I'm not sure how it is in PA, but in Maryland as well as a lot of other places, you have to be within 12 inches from the curb. Just try to come as close as possible without jumping the curb. I believe kissing the curb is permitted.

Parallel Park: Park your vehicle midway between two (2) uprights 24 feet apart and 12 inches from curb line.
