Rent a car .
Start at Times Square
Go thru the Lincoln Tunnel and up I-95 to the George Washington Bridge toll plaza.
In ,heavy fast moving traffic-50 mph and maintaining a following distance of < 8'-
All I want you to do is to get from I-95 N to I-87S and the Yankee Stadium exit
Without:
Misssing the exit outright
Getting into an accident
Winding up on I-87 N
or cursing out the idiot that designed that exit

Indeed, but sometimes the conditions on the roads are a big factor in the accident itself so technically when someone blame the road it is kinda right. But it's true that sometimes the drivers aren't careful enough.

Its both. I slip and slide on snow and ice covered roads going like 25 mph. and if i got in an accident how is that my fault? i'm trying to go as fast as i can, but also be safe.
Then you have the people who fly on ice and snow covered roads. This guy passed me when we were on a level two(only travel if you must) on my way home from school (school should have been closed). If he got in an accident, it would have been his own stupidity for passing me and go flying down the road.

I believe that's exactly Dimo's point.
Going as fast as can is hardly ever safe. Bad conditions dictate lower speed.
If you slip and slide, well golly gee, that's how it's your fault.
Slipping and sliding isn't safe. It's just one of those little things that says "too fast".

"WE" (you and I) do not blame the roads. "THEY" (those who do not wish to admit their faults) are the ones who blame the roads. You are correct that the roads, no matter what condition they are in, do not cause accidents. You are correct that it is the people not considering road conditions that are getting into accidents.
BUT
As they out number of by a considerable margin, they get to set the word usage. Hey, they are only human, they do not want to admit that they are the problem.

I was hit head on and the driver blamed the road being bad. People do it as they hate to admit their driving isn't as good as THEY think it is.
No such thing as a bad road, there are just bad drivers!

Lousy driver are in the majority anyway. Partly because they only try to drive properly when there is a police car behind them. They sit too close behind not because they want an accident, but even judging the braking distance is beyond their tiny mind. They certainly don't allow for the relative braking efficiency of the car in front. Beware my friends, only a Ferrari stops quicker than a Merc. At even the recommended distance behind one you will be very lucky not to ram it in an emergency. People deliberately do foolish things like speeding past schools at going home time, or using fog lights in clear vision. I understand the next generation of cameras can deal with this particular piece of stupidity and tickets will fly like confetti. Good. On big road works on one of my journeys I do 44 in the 40 limit in quite busy traffic and sometimes, if I am at the front the other 30 plus vehicles of a traffic light change all pass me. How many highway workers was it killed in recent years? Well my friends it was 157. But, generally anyone with any natural ability who tries should be well capable of responding to road conditions automatically. If not they just have not got it. The place for very high speed is round circuits. I stopped at one accident where a Mini full of youngsters had hit someone head on. The driver was trapped, people gathered round and as for the one in the road, thrown out through not wearing a seat belt he had a lovely half inch impression of the 'A' pillar in his head and was staring into space. I walked away. So did the ambulance driver when he arrived, who left him to be picked up later. A waste ofr young life. Sympathy? what for, being stupid? They could have killed someone.
