By the number of accidents that happen there. But, also there are people who test the road to see at what speed they can safely go and still be able to handle the vehicle. If there are too many accidents there they change the speed limit or post bad curve ahead signs or dip ahead or whatever the need to. .

I saw this one the news the other day. The first get someone out there and use a radar gun to see what is the average speed the traffic is going and then decide whats the safest for the road. Now some cities don't do this and just decide on a speed limit without taking traffic into consideration. That's why some streets/highways we feel like the speed limit is TOO low.

There is a job title, called "traffic engineer." These are the ones that determine what is a safe rate of travel on a particular stretch of road. Things that are considered are: type of surface, expected traffic conditions, nature of the adjoing property and access, width and direction of the road, whether the road is divided, and the nature of the median, etc.
Local, state ordinances may have general speed limits, for certain categories of streets, such a school zones, residential streets, buisness districts, etc. In any case, I can tell you that in almost every state, the posted speed limits indicate the maximum speed UNDER IDEAL CONDITIONS.
That means that in any condition other than clear, sunny daylight hours, such as night, overcast, rain, fog, dust, glare from sunlight, construction, etc, even driving the posted speed limit may garner a driver an unsafe speed citation.
In California, this is called the Basic Speed Law.
