Ah! But Hitler is not here, or is he? Perhaps we should ask current self-made 'Hitlers' answers you seek to your question.

The Nazis were working to creat a nuclear bomb, of that there is no doubt.
Had they been able to produce one, they would probably have been able to hit New York with a boosted version of their V2 rocket.
No, it's not a joke, it's all true. The Nazis failed to win the race to create a nuke weapon because the stupid bastards had kicked their best nuke scientists out of Germany. Most found their way to the USA - including their leader Mr Oppenheimer.
Phew - thank God for that.
Had the Nazis not surrendered when they did, it is highly probably [no proof] that the USA may have used a nuke weapon on a city in Germany, Hamburg and Berlin were already rubble - how about Munich? or Vienna in Austria?
Why the hell not?
Manhattan Project historical timeline
By 1941, the Germans were leading the race for the atomic bomb. They had a
heavy-water plant, high-grade uranium compounds, a nearly complete cyclotron, ...

In effect, WW2 was a continuation of WW-One. It was phase two of the Anglo-Americans gettting on top of and finally resolving the argument between the Anglo Saxons and the Germans.
Score so far ; Germans 0 Anglo Saxons 2
There Germans had such a low opinion of us, especially the British, they did not believe we would do anything much.
Oh yeah!
Here is a Rolls Royce Supermarine Spitfire about six feet off the ground - doing it : -

By the end of the war the Nazi had been working on a submarine launched V-2 type rocket they wanted to use on NYC and other coastal targets in the USA. It could have carried a nuke warhead.

Hitler would have never used it on London. Even though London was bombed, he said that he regretted going to war with the UK, and had always respected them. He only went to war with them because they sided against him and he had no choice. I think he would have probably used it on Moscow.

It's hard to say with any certainty what Hitler may have done I would go with London as a target. Mainly since it is close enough to be a valid target. Had Hitler been able to conquer the UK the war would have been vastly different. Had Hitler left his professional commanders alone to prosecute the war the results would almost certainly be different. The German Generals and admirals were very good and would have reached a better end than Hitler did.

I reckon New York if he could do it. The Germans developed a plane that was capable of flying to New York with a bomb load but it was a one way trip and a limited load. If he could show the US that it was at risk then they may have backed off in the war. Another possible delivery system could have been by submarine.
Kokura was the primary target for the second A bomb attack.

A good bet would have be America, without the Americans in the war the Japanese would have taken control of the Pacific whilst in Europe, Britain would loose it's vital ally so would have to try and gain a peace treaty with Germany. Whilst Germany didn't have a long rang bomber throughout WWII they were developing one which may have been ready for 1946 which would have reached the East coast of the U.S. They were also developing a larger version of the A4/V2 rocket.

It would have been interesting what Hitler would have done with an A-bomb. If his would have been as large as ours, he did not have an aircraft big enough to carry it and I am not sure the V-2 had a payload capacity capable of lifting it. Plus, I don't know if he would have trusted it to a V-2. A little too unreliable for such a valuable weapon. Plus, if he did try to deliver it with a bomber, he ran the risk of Britian shooting it down before it made it to London.

Hitler had 4 revenge weapons he was developing:
the V1 pilotless aricraft bombs, V2 missiles which were rocket powered, the V3 so-called 'London Gun' a fixed bombardment gun aimed at Britain which was still being developed when the site was recaptured. For all these weapons the principal target was London.
However there was also a V4 on the drawing board - a long range intercontinental ballistic missile. The target for this was supposedly New York. The possibility of attacking a remote target which the Nazi's did not wish to occupy with a nuclear weapon would make strategic sense - although the consequense of fallout was probably not generally realised until after the attacks on Japan.
As the State of Israel was not founded until 1948 - this seems an ulikely target and the centre of world Zionism at that time would probablly have been reckoned to be the US.
The primary target for the second bomb (Fat Man) dropped on Japan was Kokura.
