A lawyer practices law and represents clients, and a paralegal does not and is forbidden to do so. Paralegals are assistants to lawyers, doing lots of the paperwork, writing and researching that a lawyer would do. Paralegals save clients money because their services are billed at a lower rate than a lawyer, and if a paralegal makes a mistake, the lawyer is ultimately responsible, not the paralegal.

depends on which state you're located. A paralegal in some states can do name changes, simple divorces, simple bankruptcies, etc. but they merely fill in the blanks with the information the clients give them (they can't change that information or suggest any changes), then they can file those documents with the court.
Paralegals are not Administrative Assistants nor are they legal secretaries or secretaries. Paralegals can work for attorneys (pulling information together, doing simple documents and then presenting them to their attorney for approval, or going thru depositions and pulling important information for the attorney (then having a secretary type them up), they can get case files ready for court, and the time they work on certain cases are billable. Paralegals can also run a word processing department. A lawyer has cases and clients and represents their client in court.
It's my understanding that a Juris Doctorate takes an additional 2 years past an undergraduate degree, and then you'd have to take the bar exam (not everyone passes it the first time).
