With all respect to the answers above ... I would have to say NOT MICHIGAN.
Sorry, too much of the economy based on the Auto Industry, which is taking it hard right now. Not good for home values, State Revenue (taxes that fund services and schools and the like) ... and the prospects aren't looking much better.

Would look for greener pastures.

It depends. You may live in a great community with low crime, but live in a state where the crime rate is outrageous. I don't know if I can pick one state, but you can check crime rate statistics by zip code. That might be more informative for you.

Don't come to Alabama. I love it here but it is getting a little out of control with the rise of drug problems. Even in the small rural areas where I used to love to live are covered up with crystal meth labs and addicts. I have heard that Oklahoma is a nice place to live. My vote would be to run to the country to raise your children away from any industrial cities which seems to breed criminal activity.

Im just gonna say, never go to Wisconsin. I have heard of a lot of freaks hangin around there O_O

Least in crim is certain parts of Michigan and Oregon probably. Just, Detroit ahs huge amounts of crime though

Good schools? Eh, well, I htink my school is good. I live in Michigan, but ya always gotta check out the school first

To leave? Get a hom and try not to leave, all I will say

Raise kids? A lot of states are good for that
