This is an open ended question, and will be hard to answer
definitively.
What is law? Are you talking about the canons that guide most church laws? Do you mean the criminal justice system that we
have in the USA? Do you mean the laws that govern man & society or the laws of God?
To my way of thinking, laws are made to help man co-exist
with his fellow man, which collectively makes up a civilization.
This includes church and state.
If we didn't have laws that govern society, we would have much
more criminal perpetrators, such as murderers, rapists, child-molesters, hostage takers, wife & women batterers, et al.
We have enough of those already, with all the statute laws on the books, because the laws aren't always enforced, the way they should be.
Without any law, the crimes I describe would run rampant throughout America and any other so called civil nation.
To live and enjoy a free society, there are some trade-offs to be made.
Anyone from anywhere can come to the US shores, and work
under the table, not pay any taxes, and use Uncle Sam's benefits,
medical, business, educational, home financing, etc.
Those are some of the issues the US Congress should be
addressing instead of pointing fingers at their political counterparts on the other side of the political aisle, for making
questionable or dubious passage of legislation.
Or criticizing the US President on his failed foreign policy, the
list goes on.
I would say this: Laws exist to help us maintain stability in our
lives, to keep us all going on the right track, and to enjoy striving
for acquisition of the" American Dream" select and own property, become an entrepreneur, and move into the more wealthier
socal classes, laws help define who we are as a civilization,
we have to reward those who honestly try to make their lives more meaningful, and punish those who seek a life of crime torment and false greed, the taking away of assets from those who have, and transferring them to those who have not, except by means of criminal intent, not by performance.
The US Constitution is another set or type of laws, patterned
after important papers, such as the Code of Hammurabi, papyri
written by the ancient Egyptians, before Alexander the Great,
332 BCE, and more recently the Magna Carta, Runnymeade, England (1288CE), the Mayflower Compact (1620CE)Plymouth
Rock, Mass., Articles of Confederation, (1770s), the Bill of Rights,
(1772CE), the US Constitution charter passed (1776CE)
What all these documents have in common is freedoms and rights or liberties for all the people to enjoy, not a selected few.
Now, to help enforce these newly formed laws, then came
law enforcement agencies, to help arrest suspects, investigate
crimes, and in general keep the civil peace.
As our society grew, so did the demands of more laws to pass,
because some of us don't know how to get along with our neighbor, and therefore committed crimes of both intent and passion, creating more longer dockets for our courts to process.
This brought about glib-tongued defense attorneys who would
defend the guilty along with the innocent, and thats how it stands
today.
All we can hope for in terms of prosecuting the guilty and
exonerating the innocent is a term that is used called
substantive, or a reasonable amount of per centage, which did get prosecuted, and convicted and had to do time in the state or
federal department of corrections.
Or if a capitol offense (and the state sanctions capital punishment) then the death penalty is invoked.

I see several good answers to your question,, hopefully I'll add another one. We should all bear in mind that time changes everything. 200 years ago,, (more or less) kings were the law of the land, they had the sole power to determine the guilt or innocence of a person accused of violating a law or a community standard and to impose the penalty according to their own sense of justice. Amazingly enough,, this sysrem worked for centuries with many cases recorded and the adjudication adopted into the statutes of common law practiced in the present.
There are 2 types of laws,, 1 - laws that permit certain acts,, and 2. - laws that prohibit certain acts. To further complicate things, each governing body - Federal, State, County, City, Municipality, ect have their own version of a law that may apply to one's personal conduct, lifestyle, business method, ect, and and in many cases what's ok in one jurisdiction is a violation of the law in another.
My answer to your question = The type of laws we should have are;
1. Laws should be uniform throughout the land, fair, reasonable and enforcable, with no undue hardship imposed on anyone having to live by them.
Laws should be applied equally to everyone, no exceptions, and no special consideration given for position, social status or wealth.
Different states have laws that quite often contradict a neighboring state's law on the same issue. That's a state's right, but it doesn't always serve justice. Age limits being at the top of the list. Example = the age of consent to have sex with a girl in one state may be 16,, but if a man takes a 16 year old girl from an adjoining state that has a higher age of consent law across the state line to have sex with her he'll be committing a crime. So? Which law is wrong? In a recent case, a man was convicted of rape because he married a girl under the age of consent. Even tho the marriage is legal and binding, the bride willing and having obtained parental consent and a marriage license, he is now in prison.
2. Penalities and punishment should be determined (included in ) the law that's violated,, it should not be an option for the prosecutor or court judge to waive the consequences of criminal behavior. Penalities and punishment should fit the crime/offense.
3. Probation should be limited and used much less than it is. Multiple offenders do not deserve muliple chances to stay out of jail. To keep giving them probation only encourages them to continue to break the laws.
Laws should be applicable to everyone alike. No exceptions for anyone, ethic and religious culture included. But, that's impossible, and it's a paradoxical situation in the U.S.,, and here's an example related to the laws that govern the right to practice Freedom of Religion.
a} The US Constitution guarantees Freedom of Religion, (to everyone? only to U.S. citizens? or only for certain religions?) Remember, when the Bill of Rights was adopted, Islam, Hindu, Buddism and many other beliefs were not an issue. Back then there were only 3 religions to worry about = Catholic, Protestant or Jewish, and I don't recall the Jewish being mentioned during the first hundred years the U.S was being settled. Of course there were and still are many different beliefs within these 3 groups. You have Roman Catholics, Greek Catholics, English Catholics, Irish Catholics, Amish, Mennonites, Quakers, Babtists, Methodists, ect, ect , ect. In every state in the union, (not sure about Utah) it is illegal to be married to more than one person at the same time, but that's a religious right and custom for many beliefs including an older and seperate sect of the Mormans, which broke away from the Quakers.
So,, the bottom line is this = laws should be simple enough so everyone can understand them without having to use an expert to interpet their intention. Are there really any experts, or is it just another opinion? Let's face the facts,, even the most experienced jurists can not agree in most cases. 9 people sit on the Supreme Court and very few cases are decided by a unanimous opinion. To me this implies that the law in question is flawed, and needs to be re-written or the people rendering the legal opinion are incompetent, and need to take a crash course in using common sense.

I read the answers provided by another respondant...some of what she said is what you will learn in public education...the facts however are...police get away with much more than the law pretends to allow. Have you heard the idea that we as Americans are innocent until proven guilty? That is untrue. The way they can manipulate the wording...preponderance of the law is purely the emotional response to the law at the time the particular law is being manipulated. The rich can get away with much more than the poor. Laws we should have? We have them already, but the interpretation and maniplation factors change per case...so the laws are used for the benefit of the judge, the prosecutor or the rich defendant. Sure we are considered one of the most protected nations as far as abuses at the hands of our government...but consider, would you be a shoplifter if being caught meant losing your hand?

The laws we have now only tweeked a whole bunch. As a society we could not survive without a law because we must hold people accountable for their actions. However I do believe that our system has a lot of errors. Martial law wouldn't work either because that would give our military too much control over us. I spent nine years in the Army and I would hate to see the Army take over.

My dear friend, you asked a very general question. As you see by yourself, there are many people have conveyed their respective opinion over your open wide question. But there is nothing wrong with it.
Like the other guys out there, I would like to share to you and the others my opinion of what laws we should have.
For me, I think the law that we should all have will be depend much on who we are and where we live. Based on these two questions, the law should then be established in accordance with the need of the society in such place. This may sound to be prejudicial or discriminating but that is not my point. My point is that the citizens of the world comprise of different culture, race, religion, language, colour and so on. Therefore, it would be impossible to create only one type of law to govern all these differences. (I think it is really impossible due to human nature in which all of us know what are they.) Thus, my only suggestion is that we continue to have the kind of law that every each of us now are subjected to i.e. our own national or domestic law. Then if you want some changes, 'fight' for changes in the domestic level and then may be internationally.
Now do you get my point?
Comprehensively, my friend, I think whatever type of laws that will be introduced and enforced, be it to suit in one country for its own people.

Laws to prototect people from each other (Rape, Murder, Assault, Firearms restrictions)
Laws to protect property (Theft, Trespass)
Laws to allow us to coexist in public places (Traffic Laws, Litter Laws)
Laws to protect our right to quiet enjoyment (Good Neighbour Laws (noise, stray dogs))
Laws to prevent people oppressing us (Freedom of Association, Religion)
Not so sure we need laws to protect adults from themselves (drugs, pornography). Nor sure the state should be too involved in protecting children from life. Indeed the state probably should ensure children are raised to be part of society, if you want to choose as an adult to live without modern medicine or telephones, fine, but every shild should be allowed to learn to live as a member fo society.

I THINK THE CONGRESS SHOULD NOW BE REQUIRED TO SPEND THE NEXT 200 YEARS ELIMINATING OLD, BAD, OR OUT OF DATE LAWS, GET US DOWN TO JUST A FEW REASONABLE AND IMPORTANT LAWS THAT EVERYONE CAN OR SHOULD BE AWARE OF....LIKE....DON'T KILL, DON'T STEAL, DON'T LIE, DON'T DRIVE CRAZY, DON'T HAVE SEX WITH YOUR BROTHERS WIFE...
THEN PUNISH THE PEOPLE THAT BREAK THE LAW....DON'T REHABILITATE THEM, PUNISH THEM..

we need laws and if you have lived any where that there was no law you certainly will appreciate the law even tho some times it is so crooked, but, at the same time we don't need to be over burdened with laws such as we have , and the law should be straight forward so every one can understand them, we have so many laws in the U,S, that it is impossible to understand them and even the lawyers don't understand them, how can the average man? and the laws are so ambiguous they mean different things to different people, lets get back to the basics if every one obeyed the 10 basic commandments in the bible we wouldn't need any other laws, and the are so simple to understand, and have the law to enforce them ,

EQUAL across the board for poor as well as the rich who obviously have their own set of laws other than those of the poor. If a poor man and a rich man commit the same exact crime, the poor man gets whatever lawyer he can afford if any or a court appointed one called a Public Defender (Public Pretender in my book) while the rich one gets the best BS artist to get him off. If they should be found guilty the poor man goes to prison while the rich man goes to a country club we the tax payers pay for it. That's American justice.

In my opinion, I think The law of this land that you and me have to obey. Then another one it is the law of Nature. People forget about how to live in this world and community. They forget how to have enough for earning and they forget how to smell coffee and fresh air. So the law of Nature already punish them as you can see. Global warming already shows what is man doing to nature and Nature gives back to the population. The law of land already had been test we have war against each other and we forget how to communicate and helping each other. Now we are paying for and the easy to prevent are education,history and Common sense and respect each other religion and policy. Now can you see my point of view?

....laws that change...oh we already have them, and they're called amendments to the constitution.
...laws that help minorities and the disabled....oh we already have them...disabled....ADA of 1990...just think the disabled had no laws helping them until 1990...
Now, look at any other country in the world (I lived in Europe 4 years)....When you travel, you have no rights...got that no rights in any foreign country. They may do anything they want to you....you have no right to a phone call, no right to contact their police, and no right to protect yourself!
Just think about Aruba - how that 17 year old child was.............ok, disappeared and her mother had no rights.....until she hired their lawyers....and still no one was charged!
This is the greatest country in the world.......bar none!
