You mean WRITE?
If you'd start a paper with "RIGHT" on my class I would not read further and give you an F.
Anyway, a very good controversial topic would be the sale of organs for transplantation.
Eg: I'll sell you a kidney for 1 million dollars. You'd be damned because the growing latinamerican population doesn't donate organs as well as several other minorities.
So, would you pay or die?

Making abortion illeagal isn't going to shock people.
You need to write about the nutritional value of a human fetus. Then write that we can use the "waste" from aborion to fight world hunger.
Chances are that you would want to leave town after writing about this cause you're going to piss most everyone off.

Legalization of marijuana.
Read every medical journal/publication you can about the studies of positive/negative effects patients suffering from glaucoma, diabetes, epilepsy, Bell's Syndrome, Horton's Syndrome, cerebral palsy, and any other extreme medical condition have experienced with marijuana treatment.
Whatever controversial health topic you choose, get all your "ducks" in a row. Research your topic. Don't just "throw out" opinions you have "heard". Document, document, document.

Condoms and birth control are being given to kids in some public schools without the parent's permission. That would be a good one.
The recent rash of Gardasil commercials and States pushing it. It immunizes against a virus that is transmitted through sexual contact. It is controversial to give it to young girls because some think that might indicate approval for them to have sex.

I think the new shot they want to give to girls to prevent cervical cancer. How long does it last? Should all girls get it as they do not know how it will effect them in the future? Cost is too much for the short life. And can the government force some one to get the shot when it is not an air born or contact disease that is passed on.

Technology is advancing at an increasingly fast rate; it may be a matter of time before our creations surpass us in intelligence and efficiency so that they put human use and evolution to a halt.

You should look into the way that doctors treat intersexed babies [more commonly referred to as hermaphrodites]. In many instances they still will surgically remove their genitals while they are still infants even though it has been known for at least 10 years that there is no medical benefit to doing this and it can be very psychologically and physiologically damaging to the individual later in life. The way the medical profession treats intersexed individuals will definitely shock you.

childhood obesity, and how alot of schools have vending machines that put out products that have high levels of sugar in their drinks. Instead of drinks that kids should drink.
And dont pick abortion, everybody and there mother has read at least one artical on abortion. Their eather for it or aginst it. As a writer, you are not supposed to choose sides, just the truth. Wether the truth is bad or good is up to your reader.
