SSI is for highly impoverished people who have no work history or not enough work credits to qualify for SSA. Some SSA recipiants may also qualify for SSI if they have work history, but not enough to meet federal and state poverty levels. Because SSI is strictly needs based, if your parents were to change their living arrangement, they would no longer be 'needs based' in all liklihood. They may still be poor, but if you are providing them a home and food, then they aren't considered needy enough to qualify for supplimental coverage.
SSI is for extremely poor people. If extremely poor people have relatives they can depend on for care, housing, food, etc, then they don't need the government and tax payers footing the bill. While I understand your situation, SSI isn't generally for people who have another place to turn to for assistance. They will still receive their SSA money from their work history/disability, but the SSI would be cut off.
