any citizen has the right to file a complaint and have it investigated. No.. it isn't slander, thus she has nothing to sue about. The allegation of a complaint being politically motivated is something that cannot be PROVEN either way.
Preventing persons from being able to have an issue investigated is intimidation.

It could turn out to backfire on them. By the time the next elections come around, this will show how malicious and misleading attacks on her have cleared her history and will have vetted her far more than anything we Republicans could have dreamed up.

Most of the time ethics charges are politically motivated, just as some are squashed for political reasons (remember all the ethical issues in the Clinton administration?). As for her ability to sue, most politicians do not because it makes them seem petty and vindictive in the public's eyes. Also, it might open up the door for other actions and make them vulnerable. For example, if she were to sue, she could be called to the witness stand and have to answer under oath all manner of questions not really relevant to the case but which might be politically damning, thus hurting her career. Personally, if someone were to file a politically motivated charge, I would certainly sue, but that is just me.
