Well, usually after a few calls to the police the person gets a ticket for disturbing the peace.
If i was in your situation (you are female?) i would have some guy beat the crap out of him, or if u cannot do that i would make friends with someone who works at a cancer research facility and have him hook me up with some RMN, which is a chemical used to cause cancer in laboratory animals. I would then find out what brand of cigarettes the ****** smokes, and send him a "free" pack of his favorite brand that had a Teeny bit of RMN in the filter of each cigarette.
You could also acquire a large amount of fleas or cockroaches and mail those to his apartment. You could take a giant wet crap in front of his door or just put a giant wet crap there. Also, packing feces under the door handles of his car is effective. You could also consider killing his pets, keying the paint off his car, committing a crime and framing him for it, finding the circuit breaker for your complex and shutting off HIS power, or even planting drugs in his vehicle and calling the police with a 'tip' that your neighbor delivers cocaine (just spend 100 bucks on an 8 ball and put it in his car). There are really no limits in how to deal with unreasonable people like this.
If someone is being that rude and completely devoid of common courtesy, there is nothing wrong with resorting to violence and even murder to solve the problem.

Keep calling the police ,they will get tired of it and then do something to that person.Or if you talk to that person and they get smart azz about it file a restraining order against them ,maybe they will move then.Good luck,and I hope you get some peace and quiet

Keep calling the cops. If it really is as bad as you say, they will take further action soon. If they don't, then maybe the problem really is you being too sensitive. Sometimes issues really aren't as big as we might thing or cause them to be.

thats bull ****. the cops should be doing something. that happened to me when i moved into my first apartment and it made matters worse cuz my baby was 7 months at the time and the bass of the music shook our apartment floors and walls. all i can say is keep calling the cops.

Call the police and file a complaint for disturbing the peace. As soon as you hear the music again , File another complaint. do this every time he turns his music up! Even if you have to call 20 times a day or night. Sooner or later something will give, Just be persistant!!

When I lived in Florida we had a whole neighborhood of jerks like that.They were all friends.When I would call the cops,they would talk to them and then a couple of days later started in again.It got to the point where my husband had to go to Miami to work for a week and these neighbors threatened me with physical harm b/c of the times we called the cops.
Now I live in Missouri and the town we live in does not have a noise ordinance,so it would do no good to call in with noisy neighbors,which is frustrating b/c my b/f works nights and it makes it hard for him to sleep in the daytime,and it makes me hard to sleep at night.

I had neighbors who used to do that. Early one morning I could stand it no longer. I called on my cell phone and went outside. When dispatch answered, I just held my phone toward the house with the loud music. Two patrol cars responded within ten minutes or less. They are distrubing the peace and that is against the law A second option is to place a tape recorder outside and record the nuisance noise.

Wait until they are asleep then return the favor. Turn up music as loud as you can. Perferably something different that they may not like. I did this and the next night theirs wasn't nearly as loud.

Find out what time he sleeps and all you neighbours plan together to blast off all hi-fis at the highest volume .
Of course, all of you wear a ear plug before thre blastoff.
Give him back what he deserves ...blow off his ear drum with the co-ordinated blast.

I had this problem in a Navy barracks back in the 80's. No one did squat, so one day I walked up to his room, chopped out his screen with my machette, then stepped thru the window and pounding his stereo into scrap with a baseball bat. Told him if I hear one more peep, the machette would be for him. Was real quiet my last 14 months on that base.

There are two ways to go about this.
1) purchase and install "wall carpet" and / or cork board. Both of these items insulate the wall and create a sound barrier.
2) give them a taste of their own medicine! When they are trying to sleep play your music as loud as it will go! Or find out what type of music they dont like and play it while they're sleeping! If this is when you're working or out all the better then you don't have to hear it. You can set a CD to" loop" and play all day over and over and over.....
I would also continue to complain to the police dept. Find out your city code on disturbing the peace, every city has one, and call the police when your neighbor violates it. Make the police give you a report number, then they have to fill out a report, that way all is documented. Eventually the police will have to charge him .
I would also start looking for another place to live, if the management wont help with this, what happens if something major breaks???

Here are some pointers from dealing with this in the frat house, it was a very frequent problem there:
1. If he is below you leave your toilet running one day before you goto work.
2. Download a real annoying song, put it on loop and turn up the volume and goto work, letting it play all day so he can hear it.
3. Lean a cup of urine against his door so when he opens it it tips over and...well, you get the picture.
4. Pour shaving creme under his door.
These all worked pretty well in the frat house but your mileage may vary. Really you should assess his degree of psychosis before pursuing any course of action (ie: is he an ex-con or your average joe, etc).

Try recording the noise take it down to the police department and swear out a formal complaint for disturbing the peace,if you can bring writ en complaints from the other tenants it would be helpful,send a copy of the formal complaint to the owner of the complex,by certified letter, include a letter stating that you complained previously,with no results, if the situation dose not improve than you will deduct from your rent the necessary funds to sound-pr off your apartment.That you are giving them 30 days to resolve the issue. That should get their attention.

That's not right the police should be doing something and you can file a disturbing the peace affidavit on the people next door and if the officer want do anything let him call his supervisor or the chief until i get that stopped.

It reads like the cops have actually been there? but the neighbor doesn't care, he should if they charge him with disturbing the peace and he has to pay a fine every time! Call the chief's office during the day and tell them the officers have been there x amount of times and never issued a citation. (If that's the situation). If they're not responding at all tell him that, instead.
You can approach the landlord from the standpoint of he is not giving you a healthy environment to live in, so either evict this clown next door or return my security deposit so I can get the hell out of here.
Start calling the landlord at midnight, at home, and let him hear the racket. He'll get off his *** then and do something about it.
YOU NEED TO BE MORE AFFIRMATIVE!! You pay the same amount of rent the guy next door does, you're entitled to enjoy your own space. Get your foot up some people's butts and keep it there, with ATTITUDE!!

apartment owners don't like seeing the police called to their properties on a frequent basis.....too many police calls to a particular address can get them in trouble with the city and cost them in fines and penalties.
So keep calling the police, because the landlord will then be forced to deal with the noise complaint or see that property flagged for police calls.........which he certainly doesn't want
