well it is unsafe to ride with the ladder and it seemed to make him have little control of his bike as he could not cycle straight very much. he will certainly be charged with reckless cycling.
Reckless cycling A person who rides a cycle on a road recklessly is guilty of an offence.

A public road is owned by the public or members of the public.
If you own the ladder and you own the road what could possibly be illegal.
A bicycle is not a vehicle as it does not fit the legal definition of a vehicle, the main criteria being registration.
