Just being in possession of a skateboard is enough. Police do not treat people on non-motorized transportation very fairly. In my experience, police will issue citations to those on skateboards or bicycles at a much harsher and higher rate than those that use cars.
I agree with many of the answers that say an officer can charge a person with "public intoxication", but those are usually dropped if the defendant has no significant prior record and stays out of trouble for 90 days or so. Your best solution would be to carry around a personal recording device (Video or Audio) and have your friends do so as well. These can show your side of the story quite clearly when presented to an attorney. Be careful to choose a model where the media cannot be erased easily. Police are quite fond of "dissapearing" evidence of their misconduct.

Most laws pertaining to being drunk in charge were made years before the skateboard was invented. If an officer thought the person was drunk he would most probably arrest for simple drunk in a public place or if it was warranted drunk and disorderly.

No, but in some areas it is illegal to be drunk in public. So, technically, the skateboard wouldn't matter.
Also, it's only illegal if you get caught. Run faster than the guy behind you. (Just kidding, don't do that)
We were usually drinking when we went to the skatepark in our town. Makes skating alot harder, but also more enjoyable.

The offence is being drunk in charge of a conveyance, so technically it is probably possible. It would be much more likely to result in a charge of being drunk and disorderly.

It is an offence to be drunk whilst in charge of.... a motor vehicle, a mechanically propelled vehicle, a boat/ship a horse etc.
To my knowledge (I have some knowledge of law) it is NOT an offence to be drunk whilst riding your board. However, if you cause distress to somebody (nearly knocking them down) then you could be arrested for public order offences.
