A TV licence is required if you install or use, or intend
to use a television receiver . This means that a licence is required to receive BBC, ITV, Channel 4, Channel 5, satellite, cable and/or digital television. Therefore if you can prove you're noy using the set you can't be prosecuted. The difficulty will be proving it though.

yes you have equipment which is capable of recieving television pictures they could prosecute even if you just had a vcr and no sign of a telly what so ever

If you live in Britain, where I believe they still have a licensing system you would need to have a license even if you don't use the t.v. In most other places in the world you would be o.k.

You need a TV licence simply to possess anything capable of receiving a signal, it matters not whether it is on or plugged in. If it were that simple no-one would buy a licence and everyone would switch off the TV when the TV detector van was in the area.

No, you cannot. You TV has to be able to receive programmes. You are allowed to have a TV which is attached to the DVD and video but does not have an aerial so cannot receive television images - as they are being transmitted.
They tried to do me a couple of years ago but had to back down as I did not watch TV programmes on it.

Prosecution is for not buying a TV licence if there is a TV set in your house. Plugged in has nothing to do with it.

It has to be de-tuned.It can be plugged in for video player,but no recording from public TV;

You only need a TV license if you own a TV and do any of the following:
Receive any form of TV signal - so analogue, digital (either freeview, sky or digital), or even IPTV (internet TV - but note this doesn't necessarily mean the streams on the BBC site, but this is a legal grey area)
Watch recordings of TV shows recorded from someone elses TV receiver.
So, if you don't do this, then you don't need a license and can't be fined.
One thing to remember, is that the tv licensing people DO NOT HAVE ANY POWERS TO ENTER YOUR PROPERTY UNLESS THEY HAVE A WARRANT FROM A COURT.
The onus is on them to prove that you watch broadcast TV, not you to prove you are innocent.
Just call the licensing people and tell them that you do not have a TV tuned in to any form of broadcasts. They should take note of it and leave it at that (for 9 months I believe).
