The question might seem a silly one but as i will explain I have a good reason
When you buy a car you are "required" to fill in V5/c2 document, on the actual V5 Document it says “Registerd Keeper” which is something quiet different from the registered owner. Bear in mind that the choice of language used is chosen on purpose.
I personal think that when a car is registered it becomes property of the DVLA, they sell the "lease of the Car" via a dealership or if it’s a second hand car the already registered keeper. When you fill this document in you are entering into a contract saying you agree to obey the rules set and if you don’t you can occur a penalty.
Thinking about it further, it would seem to make sense on to why they can legally scrap your car if you have no insurance. You have effectively broken the terms and conditions of the contract you agreed to and as the owners the "DVLA" can enforce the terms and conditions on you such as destroying your car. Taking your processions and destroying them is in violation of common law, so to get around this, they made you the keeper, and them the owner so they can do what they like with the car if you break there terms and conditions.
I would like to hear what other people think and ask if this perception is right I would love to hear from a judge or a lawyer, but all contributions are welcome.

The DVLA don't sell anything via dealerships. The DVLA never own a vehicle either, they just 'enforce' certain rules of owning a vehicle. Sorry, but your theory is completely wrong :-)

Sounds like the UK is very close to being a "Big Brother" form of government. In the US when you buy a car or bike you own it. You have a certified title confirming ownership. If you have a loan then all you get is a non negotiable copy and the bank holds the true title until the loan is paid off. The only way the government can take it s if they can prove it was being used to transport drugs.

Rooster, a user in the UK said it best, so I'll quote him.
As stated quite clearly by the DVLA, the registered keeper of a vehicle is not necessarily the owner.
In the past I used to drive a company vehicle. The vehicle was allocated to me by the company. The DVLA had me down as the registered keeper, because the vehicle had been issued to me and remain in my possession until such time as the company renewed the vehicle.
But I was never the owner.
Interesting conspiracy theory though, and makes more sense than "The contrails behind high flying airplanes are chemicals, put in by the government to render (insert race here) sterile."
