You can apply for one at 16, but can't really start using it 'til you reach 17.
That rumour went round my college whilst I was learning at 17, but still hasn't come to anything and I'm now 21!

Depends on where you are. In the US most states are having permits at 16 down and making you hold off on the full lisence until you're 17 or 18. The permits are like the lisence but with a few minor limitations.

I live in wisconsin
You have to be 15.5
to get permits
and 16 for D.L. then you have to drive with some one older that 21 who has a D.L. for 6 months, then you get FULL status

I'm 15 and i can't drive until I'm 17 but i will be having driving tests when i have my 16th bd! I'm not sure how old i gotta be for a license but i guess that i have to have my license before i sit my real driving test. Hope that helps.

You can hold a provisional licence at 16 and a full licence a17 and a psv/hgv at 21, but remember you must have a passenger with a current licence for at least 3 years whilst you use L plates but remember to make sure you have insurance or you will loose you licence before you even get it! I almost did! the insurance is much higher at this age but will go down in time, if possible go onto someone else's insurance as a second driver it's much cheaper.
I haven't herd about putting it up to 21years tho.

where i live you can get a learners permit at 14..which means you can only drive with a licensed driver then after so many days touy can drive up to 8 oclock and you can get a permenent one at 16!

In the UK the DVLA will NOT issue a provisional licence to you until you are 17. You can submit your request a couple of weeks before you are 17, but it will NOT arrive until your 17th Birthday.

Wow, seems like not many people actually know this!
Ok for the UK (England) You can apply when you're 17 for your provisional licence to drive a CAR. You can also take your test at 17 and if you pass you can drive with a full licence still at 17!
Now, people are getting confused because you can drive/ride a moped no bigger than a 50cc engine at 16 and you can do this on a PROVISIONAL licence but you still need to have L plates on the mo-ped. Oh you also have to take a CBT (Compulsory Basic Training) course to drive the mo-ped at 16. You can rive a 125cc bike at 17 on a PROVISIONAL with L plates. You can also take your bike test at 17 and then you can drive without L plates and can have a passenger on the back too (if you're insured for a pillion passenger)

In Ireland, it is 17.
Of course, the insurance if you're under 21 is so high most people don't bother. It typically costs a few thousand a year for insurance.

16 for a chicken chaser, 17 for a car. It is being considered to increase the age to massage the stats of 17 year olds crashing due to inexperience. If no17 year olds can drive, then the stats look better, just more inexperienced 21 year olds crashing instead!

Actually they should raise the driving age to 21. Teenagers are too easily distracted and are not mature enough to handle the responsibility of operating a motor vehicle. Just look at the fatality rates and you will see what I mean.

in the UK, 17 for a provisional licence and after passing your test, a full licence. Haven't heard about changing it to 21 although have heard that the test is to be made more realistic with training on motorways, more perception etc.
