if you mean lost - as in misplaced it -
he will need to make an appointment (or just show up in line)
will proof of identity - like a voter's registration - social security card - birth cert)
and get a duplicate license - prolly $10-15

If his licence is stolen or lost, he should tell the police as soon as possible. He should apply for a duplicate licence using form D1. He can get this form from the post office and send it to the DVLA. There is a charge for obtaining a duplicate licence. Duplicate licences may also be obtained by phoning the DVLA.
