I've heard of a little known scheme set up by the government which you can claim compensation for damage caused by un insured drivers. I dont know what its called but I do know that all major insurance companies pay into ti. your insurance company should know how to access it.
But to answer your question; cut their hands off, thet wont do it again that way

Take his a** to small claims court and get a judgement for the 600 pounds. If he fails to pay it, which is probable since no insurance, go back to court and report him for failing to comply with the court order. Once you do that, you can ask the court to place a lien on any property he owns if he is an adult or if he is a minor place the lien on his parent's home and any other property -like their car. You don't have to get physical to f*ck someone up. I hope the New Year is better to you.

When you take out your policy you should of paid a legal fee of around £20-25. this covers you for things like that and they will sue him in your behalf. same thing happened to me last year and i went through the legal process that i had taken on my account. then when my insurance was up for re newel they tried to put it up but i said bye and went with another insurer. its a "not at fault" claim

In Canada, insurance is a MUST. If you get caught driving without it, it's $5,000 for the first offence. So I say the government should make insurance manditory to protect the honest people on the road.
