He's right, YOU are Wrong. Before you ever back a vehicle, it's your responsibility to get out (no matter what the weather) and go check behind your vehicle before ever backing up.

You have nothing to complain about, apart perhaps from your driving ability. In the UK, and it seems in the US too, tests are cancelled if the weather is too poor, but that doesn't include rain. No-one would ever drive anywhere here if that was the case!

You can appeal, the details of how to are on the form you were given at the end of the test. It is highly unlikely to get you anywhere. You could have wiped your mirrors or opened the window to get a better view while you reversed and explaine dto the examiner what you were doing.
By stating that you couldn't see properly you are admitting a serious fault.

Hi, Put it this way if you did pass your test and went out for a drive,say it was raining like you say ,and you knock someone over because you couldnt see out your mirror properly do you think it would be your fault?Or should we blame everybody that is on the road or walking on the pavement that gets in the way when it is raining?
Take responsibility for not being a good enough driver yet to pass your test.
As the old saying goes a workman never blames his tools,neither should a driver blame the weather!!

You don't use the mirrors to reverse, you turn around and look. You failed because you didn't get enough points on the test, not because of the weather. Rain doesn't make any difference, have you ever heard of someone having a restriction on their license that they can't drive in the rain?
Just forget about any appeals, practice a bit more, and go take it again.

no. It may have been harder to pass during bad weather but you cant blame the weather for making mistakes, unless you mean your test was canceled due to bad weather?
My test was canceled due to a strike and I got a refund but im not sure if bad weather would entitle you to a refund.

You can only re-take the test.
Once you have your license, you will be driving in bad weather. You should be able to safely operate a motor vehicle in good and bad weather.
Therefore, you failed your test because of something that you did ...or did not do. Can't blame the weather.
Retake the test.

Unfortunately the weather conditions are totally random and you need to be able to drive in the rain, snow and the dark as well as a nice summers day. Don't bother appealing! Just rebook your test straight away and try again!

Take the test again.
I failed my first test and it wasn't really my fault and I did feel like I was cheated.
But they do have the final say and that's that.
Hopefully you will get a different examiner next time !

No. It's impossible to fail due to weather conditions. If the examiner thinks the weather will hinder the test in anyway he would cancel it. Stop making excuses.

No, you failed your test because you are not a good driver and now you want to blame it on the weather rather than admiting to yourself that you need more training.
If the weather was that bad the instructor isn't allowed to test you. He did, so it wasn't.

I took my test in rain so hard the highest wiper setting wasn't cutting it and I still passed. Just because you can't drive in all conditions doesn't mean it's the weather's fault, it means you need to practice more.
They don't care why you failed, the point is you failed and they'll allow a retake at a later time.

No, you can't appeal. Weather is part of driving. Just set up a new test date, in most states you only have to wait 30 days to take the test again.

Having a drivers license requires that you'll be able to drive outside of the ideal conditions. You cannot use the weather as an excuse. Continue practicing driving until you can retake the test. You'll just look silly if you write a letter saying it was because of the weather.
