Yes, this is why the red light is always on the top and green on the bottom. So the color blind can tell the difference

I think you can. One of the reasons they standardized traffic lights was for the color blind to know if the light is at the top it is RED!

It should be possible. Traffic lights in the US have been designed with modified signal colors (e.g. the green light contains some blue, for the benefit of those with color blindness). Each state will have its own policies, in regard to license endorsements, driving restrictions, and examination requirements.

It should not interfer with getting your licence. Most times it is symbols which are to reffer for multi-purpose. Most people know that a stop sign is an octagon and RED. It is knowing the meaning of these signs and symbols that count.

Yep...all traffic lights are in the same order, so a color blind person knows which is red, etc.
