Yes, you can, however, you may need to retake the test. I know if you wait on re-registering your car, yo umay need to pay a fine. I am not sure if you would for a driver's license. It probably depends on the state.

Yes, under certain conditions. One condition is that you might have been out of the country. If you are in the military you can renew up to a year beyond your license expiration date. If you will look at your CA Driver's License, you will see that the expiration date is on your birthday, just so you can remember easily when the expiration is due to take place.

Yes, you may or may not have to retake the test depending on how long it's been expired, and the rules for your state of country.
Generally, unless it's been expired over a year, they just renew it for you, sometimes with a penalty to pay of course.

It wouldnt be renewal since it has expired, You would basically be getting a new DL which is the same thing but the DMV states it two differnent ways.
a renewal you can go mail it away and get a new one
a new DL though you have to go to the DMV
