Howdy!	Requirements are that you will need a Social Security Number to identify yourself. Everyone's a number and that's how the government keeps up with everyone's business. Defies privacy in most cases. Was this answer helpful to you? Yes / No

HAYMAKER	Sure you can. There are many people from other country's that attend US Universities. They do not have a social security number. I'm sure there is a process you must follow.
