North Korea is trying not to punk out. Bush labeled them a year or so back as being in the axis of evil. North Korea believes it needs to beef up its defenses at all cost before the U.S. puts its head on the chopping block. Being a merciful ruler escapes that nation. They only understand power as justification for ruling over people. They will continue to reject the proposals, until they feel that they have made their point. Their back asswards simply. Their leader doesn't want to be a member of the national community. He wants left alone to be the brutal dictator that he is. Sometimes, a dictator only wants to rule a certain area, not a planet. Petty people are like that.

Kim Jong IL is an egomaniac narcissist who uses elevator shoes to improve his stature and actually had his national newspaper print that he made 11 holes-in-one (in an 18 hole game) so his people think he is a god. He pitches a fit when the news is not all about him, so he decided to up the ante. Unfortunately, he is nuts enough to actually launch a nuke if not given said attention before someone takes his lunatic back-side out. I can only imagine the hissy fits he's having now that the current crisis is focused on the middle-east instead of him. God help us all if he starts jumping up and down screaming, "Wait, looky here! Looky here!"

Because they already starve their own people, and dump all their money into their military. They have very little to lose by pissing off the UN, whereas the more they show they're willing to be idiots with their nuclear weapons, the more "leverage" they think they'll get.

Under international law, they had to give a reaction to such a serious step by the UN. To do nothing would be equal to accepting it, which has legal implications that would harm NK. To accept it, the same legal issue arises. And there is no fourth way--NK does not have a right to "study" the resolution.

So, they had to reject.

Also, NK is fully aware that they are already in violation of a number of treaties. But they also want to use their rocket science and nuke capabilities to gain friends (in the Arab or Terroristic worlds which are not necessarily the same thing) and to obtain ready cash--for they are just about bankrupt if not already so.

And, NK is playing a hard-nose game in hopes the nations more or less alined against it will develop a crack that they can wiggle through. Remember, they have a 1.2 million member military. It may be half-starved and perhaps largely disloyal but it exists and no one wants a war beginning within 20 miles of Soule just to find out how combat-ready it is.

Finally, what have they to lose by rejecting it? --Nothing. The resolution (greatly watered down) is not really enforceable--and even in its current wording, it is a defeat for the USA and Japan. Rejecting even the watered-down version was adding insult to injury.
